Just give it a few bangs and/or rock it side to side and the sucker will come right off.

....and you tried with a puller......I got mines off with a puller from slingmod...........whatever you do be careful of the threads....My steering wheel seems to be stuck on.any ideas I've pulled on it rocked the crap out of it and tried a pulled no luck .
